• Balance RCI zones — residents need jobs and shops nearby.
• Connect power plants to zones with power lines.
• Roads must touch zone edges for development.
• Spread zones to reduce disaster damage concentration.
• Trade-off: industrial growth vs. resilience and sustainability.
• Harm index is 0–100 (higher is worse). It rises with people killed, injuries, damaged zones, destroyed roads, and disaster cost.
• Disasters can strike at random during a session, or you can trigger one from the Disaster panel. Every event is listed in the disaster log.
